She will let me rub her neck but no further back. The halter is just a bit much for her. Today I was rubbing her face with the lead rope. Maybe it will just take a little more time? I just don't want to spook her... She certainly "puppy-dogs" me in the pasture so she is not afraid of people - just the touching part. Thanks for any input that you have and can give me!

EnglishSitter, I just saw this, sorry.
It sounds as though she may be afraid of hands and ropes. I had a mare in training once who'd been so abused she was terrified of hands and arms lifting those hands. Perhaps this is the issue. Take your time and start by touching her in places other than her head or neck. Reward with scratches and or treats. Stand with your shoulder beside her, not facing her. Scratch her crest and withers and walk away often, then come back. Keep your energy low and your intent quiet. Don't think about 'catching' her or haltering her.

Get her mind to change and her actions will also change. Get her to like hands and being touched and you should see huge differences in her very soon. During this time, do Not try to catch her, halter her or put a rope on her. Other than a distrust of hands, I'm guessing ropes are not her friend either. That will be your next challenge.
