Do not go buy any materials! We have had materials offered to help you. The problem is that a new "fence" would probably require a permit to be pulled by a licensed contractor, as you are a tenant you cannot pull a home owners permit, and the landlord cannot pull a homeowners permit as they do not live there. Neighbors Helping Neighbors cannot pull a permit, but I have a alternative solution to the problem. We would make what would be considered "temporary barricading" that is basically a movable temporary fence that is not dug into the ground, similar to what is used at construction sites. This type of "barricade" does not require a permit to install, and if built right will not tip over even if the dogs jump on it. Let Me know your address and I will double check with the county on the permit requirements, but we have an alternative if a "fence" permit is required. Depending on how aggressively your dogs try to escape, a simple wire fence may be all you need. I put one up at my house the day we moved in as a temporary fence until I had time to build a real fence. That was over 20 years ago and I'm still using the same fence. Took about an hour to put up about 200ft of fencing. Used those green posts and bailing wire to connect the wire fencing. Very inexpensive and effective if your dogs aren't escape artists.

Jo, Good news, the County says you are in their MR2 (Mountain Residential 2) area, and that as long as the fence is 42" tall or less, no permit is required!
