If vasoline doesn't work, think about desitin (diaper ointment), the zinc oxide keeps flies away and prevents sunburn in that area also, stays on well also

Thank you everyone for the suggestions! I went to Pine Country Feed and got a spray for horses (that's also OK for dogs) and I haven't seen any flies on her since. Her ear tips already look better too.
Again - thanks! I knew I could count on my mountain community for help. |
