That comma is known as the Serial or Oxford comma, Scoutman. It is a cause of widespread debate.

Quote:
In punctuation, a serial comma (also called Oxford comma and Harvard comma) is a comma placed immediately before the coordinating conjunction (usually and, or, or nor) in a series of three or more terms.

I agree with you though, I wouldn't use it.

I use lots of commas, every chance I get, except, I'm not always positive, in my own mind, as to whether it's appropriate,

or, if you have a mind to, or maybe if, and only if you, or you neighbor, if you have one, if not, the closest relative will do, unless, of course, they are sick, and then, if you still want, you can, with great care, finish the task, yourself.
or not. i don't care,

My favorite is the opposite dilemma where no punctuation is used such as this poor tale of James and John

James while John had had had had had had had had had had had a better effect on the teacher!

I've had students who wrote like that. I heard they were very successful at the institution.
